Albright expressed concern about Rockefeller's possible negative reaction to the publicity, but to Albright's surprise, Rockefeller appreciated the remarks. Twenty years later, the removal of the six top Service positions from the protection of Civil Service sent shock waves throughout the organization. Albright wrote Rockefeller about the change. Rockefeller contacted his son, Nelson, then Undersecretary of Health, Education and Welfare, and Nelson went to the Secretary of the Interior, Douglas McKay.
