En gran número de países -Alemania, Dinamarca, Noruega, Suecia, Austria, Inglaterra, Australia, Nueva Zelandia, España y Francia- los partidos marxistas reformistas ocuparon el gobierno sin conseguir implantar el socialismo, ni dar un paso franco en su dirección y actuando en una forma que difícilmente podía distinguirlos de los tradicionales partidos liberales capitalistas.
