29 Politically, Coolidge leaned on Hoover heavily. He relied on him for patronage recommendations in the entire West, not merely California. Hoover was a major strategist in Coolidge’s 1924 campaign, especially in the West. Though Hoover was considered a political novice by outsiders, Coolidge acknowledged his judgment. When Coolidge received policy memos on numerous issues, he often sent them to Hoover before farming them out. Hoover suggested the right department or staffer. Harding was a journalist while Coolidge disliked writing.

One of the first to sign up was his old friend and Stanford classmate, Ray Lyman Wilbur, who subsequently attended the Republican convention as an alternate for Hoover. The student newspaper and the Alumni Association endorsed Hoover, the first time the latter had backed a candidate. Much of the campaigning by individuals came at their own initiative, some of them unaffiliated with any group. Some were Stanford classmates or dated to his mining career, the CRB, or the Food Administration. Like Hoover, they were idealistic.
