Thus, Turkish Kurds appeared to be a highly segregated community, while Iraqi Kurds were much less geographically segregated in the period 1989–99. That the Iraqi community comprised higher proportions of graduates than did the Turkish community meant that Iraqi Kurds were able to secure better jobs. Wider employment opportunities and the ability to buy housing resulted in a less segregated community. Housing segregation means that the refugee populations in some local authorities and schools may be dominated by a particular national group.

Where an asylum-seeker has dependants, the decision given to the principal applicant also applies to dependants. If an asylum-seeker is judged to have ‘a well-founded fear of being persecuted’, he or she will be granted full refugee status. But there is no internationally accepted definition of what constitutes a well-founded fear of persecution, as the interpretation of the UN Convention varies between countries. In order to try to overcome this subjectivity, the UNHCR outlines the interpretation of the UN Convention and Protocol in the Handbook on Procedure and Criteria for Determining Refugee Status (1992).
