For five years, it was the linchpin of the local anarchist movement and a center for the diffusion of libertarian ideas; it was the main provider of locally published and European anarchist literature, helped print and distribute an enormous quantity of publications, spread news about the circles and groups’ activities, and was a point of reference for much of the Argentine libertarian movement. 30 There was an impressive growth in the number of groups and circles and also a peak in their activities between 1898 and the end of 1902, when the government passed the Residency Law and imposed martial law.
The effects of the repression lasted for a number of months, but political and labor activity returned to previous levels of intensity in the middle of 1903. Despite having been battered, when anarchists reemerged they were stronger than they had been before, and they had also earned a degree of prestige among the workers due to their combativeness and resolve during the strikes. Anarchist activists, who were more numerous due to recruitment efforts in the labor movement, regrouped easily and organized more than fifty circles in the city of Buenos Aires in 1904, a rate that they would never again be able to repeat.
The gulf between the individualist and pro-organizational positions was difficult to bridge.
