Capability Capability is a significant measure of strength. Capability involves a lot more than knowledge and skills, as people may know how, but lack the equipment, tools, funds, or facilities. Therefore, capability includes the adequacy, sufficiency, and appropriateness of: • Knowledge, skills, and willingness—having knowledge and skills that are current and relevant and agreeing to dedicate the time and effort necessary to perform the required tasks in ways clients expect • Resources—having access to equipment, tools, facilities, funds, and people • Work processes and standards—having procedures, work methods, and rules that are efficient and do not consume resources that are too costly Knowledge and Skills Know-how is based on experience, education, and background.
This means that the training function has to produce it on time and just in time. There are a number of approaches to shortening development cycle times. One is to adopt a minimalist philosophy, whereby the training function only builds just enough and nothing more. This philosophy is based on giving people only what they need, or focusing on the critical 20 percent and putting the rest in a job aid. Some training groups use rapid prototyping and an increased reliance on performance support tools.
