Anchovy catches began to increase in the southern Peru-northern Chile region because of the increasing substitution of anchovy for sardine and mackerel (figures 4 and 5). By 1977, however, catches of sardine in northern Chile equaled the historic average of anchovy, and anchovy became an incidental catch. Mackerel catches continued to steadily increase. Pelagic fishery development was based on the sardine through the mid-1980s, after which it declined because of overexploitation. The anchovy fishery then became significant, although it fluctuates because of overexploitation and its vulnerability to environmental changes.
