Hence political elites continue to resist joining EMU. Interests or expectations? 23 Insofar as this strand of constructivism highlights the cultural terrain on which debates on European Union are generally framed, it has a certain appeal. However, the approach is problematic because it is based on a tautology: every single step in the process of European integration, including EMU, can be referred to a particular aspect of the collective perception of national vis-à-vis European identity. Thus constructivist approaches to EMU face the same problem as all idealist explanations in the social sciences: the analysis takes the existence of ideas as given rather than seeking to explain how and why ideas originated and changed as a result of political and economic factors.
In order to perform a wider-spectrum analysis, a comparison between the two definitions is proposed. e. an exchange rate rise represents depreciation). We mark as ‘relevant’ any change in the nominal exchange rate greater than one and a half standard deviations above the mean. e. ‘normal’ fluctuations of the exchange rate misunderstood for crisis episodes. 5⌬s , 0 otherwise where s is the logarithm of the nominal exchange rate, and are, respectively, the mean and the standard deviation of the series of exchange rate monthly changes.
While these models provide a reasonable characterization of crises in the 1970s and 1980s, they seem to miss some of the key features of more recent events, which are not easily attributable to the lack of fiscal and monetary discipline. Therefore, the second generation of models, originated from the contributions of Obstfeld (1986, 1996), qualifies crises as selffulfilling events in the presence of multiple equilibria. In these models, the switch from the good to the bad equilibrium results from a (sudden) shift in investors’ beliefs about the true state of the economy.
